NOTICE OF PUBLIC HEARINGS 

COMMUNITY DEVELOPMENT BLOCK GRANT- MITIGATION (CDBG-MIT)

The West Virginia Development Office (WVDO) is conducting public hearings for Community Development Block Grant Mitigation (CDBG-MIT) draft Action Plan. On August 23, 2019, the U.S. Department of Housing and Urban Development (HUD) published the CDBG-MIT Federal Register Notice FR-6109-N-02. The State of West Virginia has been allocated $106,494,000.00. The CDBG-MIT funding will provide an opportunity to fortify resiliency measures to decrease the impact of future flooding events and other natural hazards in the following counties:  Clay, Greenbrier, Kanawha, Nicholas, Fayette, Jackson, Lincoln, Monroe, Pocahontas, Roane, Summers, and Webster with a requirement of $53,247,000.00 to benefit the HUD-identified Most Impacted and Distressed (MID) Counties of Kanawha, Greenbrier, Nicholas and Clay. The Federal Register states, “HUD seeks to support data-informed investments in high impact projects that will reduce risks attributed to natural disasters, with particular focus on repetitive loss of property and critical infrastructure, build the capacity of States and local governments to comprehensively analyze disaster risks and update hazard mitigation plans through the use of data and meaningful community engagement, support the adoption of policies that reflect local and regional priorities that will have long lasting effects on community risk reduction, and maximize the impact of available funds by encouraging leverage, private-public partnerships and coordination with other Federal programs.” The Federal Register is available at https://wvfloodrecovery.com/mitigation/.

WVDO has drafted a CDBG-MIT Action Plan (AP) that will be submitted to HUD on or before Sunday, November 1, 2020. The Action Plan outlines the expenditures of CDBG-MIT funding for 12 years following the grant agreement execution. The draft will be posted to https://wvfloodrecovery.com/mitigation/ on Monday, August 24, 2020. The 45-day public comment period opens on Monday, August 24, 2020 and closes on Thursday, October 8, 2020 at 5pm ET. Virtual public hearings will be held to review this draft Action Plan. To effectively facilitate online commenting, individuals who wish to comment must use the “raise hand” function. Once an individual has raised his/her hand, the individual will be called on by the facilitator in order, unmuted and asked to comment. Comments and questions will be accepted during the virtual public hearings.
