Members Participating: Susan Anderson Borror, Elaine Bowen, Patricia Crawford, Sister Rebecca Fidler, Sara Jane Gainor, Sharon Giles, Al Michael= s, Sandra Pope, Dave Sotak, April Vestal

 

Not Participating: Susan Griffith Chapman, Lew Holloway, Sally Richardson, Phil Schenk,  Henry Taylor, Alicia Tyler

 

Call to Order/Roll Call: <= /p>

Sara Jane Gainor call= ed the meeting to order at 10:00 am= . 

 

Minutes:

Elaine Bowen presente= d the minutes of the 1/30/06 meeting for approval. Sharon Giles suggested revisions to the minutes to clarify several points related to the financial report. <= /p>

Approval - Sister Reb= ecca Fidler moved to accept the minutes. Dave Sotak seconded. Motion passed.

Elaine Bowen presente= d the minutes of the 3= /16/06 meeting for approval.

Approval - Sister Reb= ecca Fidler moved to accept the minutes. Susan Anderson Borror seconded. Motion passed.

 

Financial Report:

Sharon Giles reported= a current balance of $17,230.12. The Benedum fund balance is $1,962.88. A full financ= ial report was presented.

Approval – Sist= er Rebecca Fidler moved to approve the budget as presented. Susan Anderson Bor= ror seconded the motion. Motion passed.

 

Financial Management Contract:=

Sara Jane Gainor pres= ented information on the financial management contract. The current contract with Community Voices (CV) costs WVRHA 9% of total income. The Primary Care Association (PCA) indicated they would do it for 7.5%. Dave Sotak offered t= hat the New River Health Association (NR) would do it for 6%. Sara Jane will em= ail PCA/Phil Schenk to ask: 1) could PCA lower the charge to 6%; 2) are there any restrictions; 3) will they provide monthly reports and an annual report. If= the PCA cannot do it for 6%, NR will. Sara Jane will also develop a new contrac= t, similar that the one with CV.

 

WVRHA Budget:

Sharon Giles and Sara= Jane Gainor will present the budget at the next meeting because some committees = have not submitted their requests.

 

Memorandum of Understanding with the Office of Community Health Systems and the WVRHA:

Sara Jane Gainor pres= ented the MOU for information.

 

Committees:

  • Policy – Dave Sotak reported the comm= ittee plans to meet 4/5/06.
  • Membership – April Vestal presented a written report.
  • Communications Committee – Sharon Gil= es reported their committee met the previous week. Their goal is to maint= ain up to date information on the website. They propose that the Communications and Membership Committees be merged to better coordinate activities. It was suggested that a formal communication is sent to members for renewal and prospective members for new memberships. A proposed budget of $300 was requested. Sharon presented a proposal for the WVRHA to reimburse the AHEC Program Office $805.00 for paper, folders,= ink, and mailings.
  • By Laws – Patty Crawford reported. No budget is needed for this committee. Patty will look at other states a= nd national for guidance for the Byrd request for endorsement. Sister Reb= ecca Fidler volunteered to serve on this committee.
  • Nominations – April Vestal – no report<= /li>
  • Fundraising – Al Michaels reported on= a committee conference call. The committee decided not to host a golf tournament this year. Phil Schenk will work on a silent auction. The committee suggested the WVRHA develop a clear goal statement so we can better communicate our purpose and value.

 

Rural Health Day at the Legislature:<= /span>

April Vestal and Sand= ra Pope reported the WVRHA exhibit was there. No memberships were obtained. They suggested we consider ways the association can be more visible in the futur= e.

 

NR= HA Skill Building Wor= kshop June 27-28, 2006

Sara Jane Gainor, Sha= ron Giles, and Al Michaels plan to attend.

 

Outstanding Speaker Honorarium (Martin MerryR= 17;s $4000 request):

Sara Jane Gainor repo= rted this issue has not been resolved because Martin Merry is out of the country. The board discussed no longer pursuing this issue.

 

Other Business:

  • Al Michaels received a letter from Sharon Lansdale asking for input on the Rural Health Conference. This communication will be forwarded to others on the board so they may res= pond. Al recommended the WVRHA increase our identity related to the conferen= ce and send 2-3 speaker names. April Vestal, Patty Crawford, Sandra Pope, Sister Rebecca Fidler, and Susan Anderson Borror serve on the conferen= ce planning committee.
  • Sara Jane Gainor requested committee chairs= send goals, objectives, budget ASAP.
