Sara Jane Gainor ca= lled the meeting to order at 10:15 am. 

 

Roll Call

Elaine Bowen called= roll. There were eight members in attendance.

 

Minutes<= /span>

Sandra Pope present= ed the minutes of the 4/24/06 meeting for approval. Corrections were made. Minut= es were approved with corrections.

Treasurer’s R= eport

1.     Sharon Giles reported no new expenditures; WVR= HA received one additional organizational membership from Wetzel County Hospital.

2.     The board discussed the need to file a W-9 for= m.

3.     The board discussed the possibility of establi= shing the WVRHA as a 501C3 organization.

1. Sharon will email the Treasurer’= ;s Report to board members.

2. Sharon will research this issue and f= ile the W-9 form.

 

Old Business:<= /o:p>

 

 

   Financial Management  

   Contract=

Sara Jane Gainor pr= esented a draft Memorandum of Understanding between the WVRHA and the WV Primary = Care Association (WVPCA). Points of clarification:

  • The MOU will be effective July 1, 2006.
  • The WVPCA will not charge a 6% fee on the initial WVRHA balance; additional revenue will be subject to the fee= .
  • Sharon Giles will work with Phil Schenk on transition details.
  • If the WVPCA acts as a lead agency for a = WVRHA grant, all administrative fees would be taken from the grant itself.=
  • Each grant conditions would be determined= separately from the MOU.

Phil Schenk abstain= ed from voting.

   WVRHA Budget

Sara Jane Gainor pr= esented the budget (see attached). The 2006 WVHRA Budget of $14,400.00 was approv= ed.

 

Sara Jane will emai= l the budget to board members.

   Cover the Uninsured Week

The board discussed communications and activities related to Cover the Uninsured Week.

Dave Sotak recommen= ded that the WVRHA support the organization with funds, promotion, etc.

The board approved = to send a $100 donation to the West Virginians f= or Affordable Health Care. (Sotak/Schenk)

   WVRHA Skill Building 

   Workshop=

Sara Jane Gainor, S= haron Giles, and Al Michaels will attend the June 27-28, 2006 training.

 

   Update from Rural Health 

   Conference Committee<= /o:p>

Patricia Crawford, Phil Schenk, Sharon Giles and Sandra Pope reported on conferenc= e planning meetings. The discussion and concern centered around the conference calls. There have been communication and technical issues that have caused frustration for those participating on the calls. These problems are not directly tied to the MOU with the Bureau.

 

WVRHA Website<= /o:p>

Sara Jane Gainor reported that she spoke with Derrick Day about updating the website for $40 per month.

 

New Business

Sandra Pope, Sharon Giles, Lew Holloway, and Patricia Crawford attended the Nati= onal Rural Health Association’s Annual Conference. Some highlights inclu= de:

·     &nbs= p; Sharon Giles reported on a session she attende= d on policy advocacy efforts of other state associations. (See attached Develo= ping a Rural Health Issues Agenda for Texas.)

·     &nbs= p; Patricia Crawford reported on conference sessi= ons. She gained information about the Virginia RHA, ways to promote active membership, and policy advocacy.

·     &nbs= p; The conference and Policy Institute were benef= icial to those in attendance. Participants brought back information to share wi= th the Association, and they encourage attendance by other Board members, especially the Rural Health Policy Institute.

Next year’s conference is in Anchorage, Alaska. The NRHA Policy Institute (February-March) is also worthwhile.

 

Committee Reports:<= o:p>

 

 

    Policy

1.      Dave Sotak reported the committee plans to sen= d a letter to members requesting them to recommend issues of importance to th= em. Based on this input, ~ four community forums will be organized to help the public better understand the issues. It was suggested to partner with loc= al organizations to increase community participation. WVRHA

2.      Related to the Byrd request for endorsement, t= he committee will send legislators a survey to develop a “report card”.

Dave Sotak will sen= d a committee report to board members.

A draft plan will b= e sent (timeline, WVRHA member letter/survey, forum plan).

    Membership

No report.

 

    Communications =

No report.

 

    Bylaws

No report. However, Patricia Crawford has asked Virginia for their Bylaws.

 

    Nominating

No report.

 

    Fundraising

1.     Phil Schenk reported that fundraising efforts = would be tied into the community forums. Organizations/individuals/etc. would be asked to defray the costs.

2.     Silent auctions could be done at existing conferences.
